Central Spiritual Administration of Muslims of Russia.

Central Muslim Spiritual Board of Russia (CMSB Russia) - a centralized religious organization of Muslims, uniting under his command regional Spiritual Administration of Muslims and the local Muslim religious institutions (mosques and communities) of Russia from Kaliningrad to Khabarovsk.

History CMSB Russia dates back to the famous «Imperial Edict». Empress Catherine II of education in Ufa, Orenburg Mohammedan Spiritual Assembly of 22 September 1788. Decree legally secured the Muslims not only the status of full citizens of the Russian Empire, but was essentially still an obvious recognition of their enduring historical role in the development of Russia as a state and a civilization. Muslims themselves, thanks to the decree, were legitimate opportunity to create their nationwide spiritual organization with its center in Ufa, which is universally recognized, promoted not only their spiritual consolidation, but also accelerate the subsequent social, economic and political development.

December 4, 1789, pursuant to a decree of Catherine II, was formed «Ufa Mohammedan Spiritual lawful assembly» (from 1796 - Orenburg), renamed in 1846 to «Magometan  Orenburg Spiritual Assembly», which lasted until 1917, when it was renamed the «Central spiritual Board of Muslims internal (inside) of Russia and Siberia.» In 1948 it was renamed the «Spiritual Administration of Muslims of the European part of the USSR and Siberia», in 1992 - in the «Central Spiritual Administration of Muslims of Russia  and the European CIS countries", and finally, in 2000 - in». Central Spiritual Administration of Muslims of Russia, «stretch, since 1980, led by Grand Mufti Sheikh-ul-Islam Talgat Tadzhuddin Safa, a prominent Muslim leader today, earned her ascetic education and peacekeeping recognition not only of the country but also worldwide Islamic Ummah. During the persecution of religion (30 years) was closed more than 14,500 parishes CMSB. During perestroika and then in 90 years there is a significant increase in new communities.

The composition CMSB Russia canonically and administrative includes Regional Spiritual Board of Muslims of the republics (RDUM): Bashkortostan, Mari El, Mordovia, Chuvashia, Udmurtia, and Astrakhan, Vladimir, Volgograd, Kurgan, Kirov, Omsk and Novosibirsk (Siberia), Orenburg, Penza , Rostov, Samara, Sverdlovsk, Ulyanovsk and Chelyabinsk region, Khanty-Mansi and Yamal-Nenets  Autonomous District, North-West (St. Petersburg).

Regional leaders of Muslims in Russia are appointed CMSB clergy «Mufti» indefinitely for submission to the Bureau RMSB.

Through the creation of an extensive network of muslim educational institutions at all levels, including university, CMSB Russia managed to secure a majority of restored and re-built mosques qualified personnel domestic clergy, minimizing the dependence in their training from foreign centers of Islamic education. Practice of teaching 90-ies of the last century, it is often associated with very heavy costs of ideological and organizational measures, especially when it came to solving the problem of counteraction to extremism, acting under religious banners.

Today, under the auspices of CMSB Russia has nine Muslim schools. One of the leading universities - the Russian Islamic University CMSB Russia, with several branches in the cities of Russia, which has gained popularity internationally and is a member of Federation of Universities of the Islamic world. Graduates are in the central regions of Russia, in Siberia, the North Caucasus, as well as in Kazakhstan, Kyrgyzstan, Uzbekistan, the Baltic countries and Ukraine.

CMSB Russia established and actively supports working relationship with religious confessions in Russia and abroad, with international and regional organizations, muslims and their organizations in the individual states, including the non-Islamic world, for example in Finland, England, France and etc., in which muslims form a religious minority.

Significant place in Russia traditionally takes CMSB wide charity, which is not limited to Muslims, but applies to all who are in need of humanitarian assistance.

Governing bodies CMSB Russia are: the Bureau CMSB Russia's Council of Muftis, Golyama Shurase - the Ulema Council.
